Workplace “rustout” puts underused skills in the spotlight

Research linking persistent job boredom with poorer wellbeing is drawing attention to a problem that a full workload can conceal: employees may be busy while their skills go largely unused. The American Psychological Association’s September coverage calls that prolonged lack of stimulation “rustout”.

The label describes an experience, not a diagnosis established by the studies discussed here. Researchers usually measure job boredom through questionnaires. They distinguish persistent disengagement from an occasional dull task.

The APA’s report brings together earlier research. It is not a new survey showing how many employees have rustout, and the evidence does not support a single estimate of its cost to business.

More tasks may leave the same problem

Boredom can reflect a mismatch between the work and the person doing it. Repetition, bureaucracy and duties disconnected from an employee’s main role can leave little opportunity to use judgment or learn.

The Finnish Institute of Occupational Health identifies excessive bureaucracy and miscellaneous tasks outside a person’s role as possible sources of boredom. Someone can have a crowded calendar without finding the work stimulating.

Adding more of the same tasks increases volume. It does not necessarily address the lack of variety, responsibility or connection to an outcome. For managers, the starting point is to identify which activities feel empty and which abilities the job rarely uses.

What researchers have measured

A 2024 study in BMC Public Health used two rounds of Finnish survey data collected in 2021 and 2022. Its final model included 513 workers aged 23 to 34.

Greater initial job boredom was associated with later declines in life satisfaction and positive functioning, a measure covering such experiences as purpose and competence. It was also associated with increases in anxiety and depression symptoms.

Following people over time improves on a one-off survey, but the researchers did not randomly assign workers to boring jobs. Unmeasured circumstances could affect both their work experience and wellbeing. The young Finnish sample also limits how broadly the results can be applied.

A separate study of 125 Finnish public-sector employees linked greater boredom with lower heart-rate variability during two nights of sleep. That measure tracks differences in the time between heartbeats and can reflect nervous-system activity.

The result adds a physiological observation to questionnaire research. It does not prove that boredom caused illness or establish an individual health diagnosis.

Bored and exhausted can go together

Calling rustout burnout’s opposite can obscure an overlap. In a 2025 daily-diary study, 120 workers completed surveys across 10 working days, providing 1,160 daily observations.

Higher boredom was associated with later burnout that day, even after accounting for the previous day’s burnout. The researchers did not find a statistically significant daily relationship with intentions to leave the job.

Being under-stimulated is not necessarily restful. Equally, the results should not be turned into a claim that every bored employee is about to resign.

Look at the work left for people

Job crafting, in which employees adjust aspects of their tasks or working relationships, is one possible response. The diary-study authors describe mixed prior evidence and call for more research; no single redesign is a proven cure.

An employer could review opportunities for learning, decision-making and responsibility, then check whether changes improve employees’ experience. Simply adding duties risks replacing boredom with overload.

AI introduces another design choice. As we reported in our coverage of AI collaboration, work engagement is part of the wider discussion about adopting these tools. That research is separate from the boredom studies.

When software takes over a task, the employer still decides how to use the time released and what responsibility remains with staff. Tracking time saved alone will not reveal whether the revised job makes better use of their skills.
